Based on what you’ve written — excellent article, by the way — China appears to be encouraging indiscriminate prejudice against Islam. When I refer to Islam, I exclude radical Muslims. Most Muslims are neither violent nor terroristic. The problem lies in the tendency to categorize both groups together, which leads to unfounded stereotypes and prejudices against peaceful, nonviolent Muslims. Anecdotes such as these (the situation with the Chinese) merely exacerbate the hateful prejudices.
